Is this a dress? yes/no? NO its not a dress... I'm wearing a peplum top on a flared net skirt and then, i wore this cape accessory to compliment the look. And voila!!! its a dress.... Are you in need of this look? Yes it can be worn for different occasions.  With the purse and shoe, I'm good to go.
